PROCLAMATION Of The Denver Teachers’ Awards
Honoring Carl Albert Cerveny for public service and in recognition of his business acumen and
creativity.
WHERE AS, The Denver Teachers’ Awards Board of Directors wishes to recognize Carl Albert
Cerveny for his service to the community in philanthropy, education, and business.
WHERE AS, Carl Albert Cerveny died on January 27, 2021, at the age of 91 years.
WHERE AS, Carl attended Denver Public Schools; Columbine Elementary, Smiley Junior High,
East High School (Class of 1947), and University of Colorado (Class of 1951).
WHERE AS, Carl dedicated his life to improving the lives, happiness, and prosperity of all he met
and encouraged.
WHERE AS, Carl was a creative businessman. He transformed the Frosted Scotchman, a walk-up
soft serve ice cream shop into the Scotchman Motor Restaurant, Denver’s most popular and
notorious “drive in” restaurant in Denver history. A second location opened later in Wheat
Ridge.
WHERE AS, Carl used this platform to engage in a life of public service and philanthropy. He
was founding member of the Wheat Ridge Optimist Club a chapter of Optimist International and
as a member of the Denver Teachers’ Awards board of directors.
WHERE AS, Carl was a leading proponent of honoring educators in Denver Public Schools.
WHERE AS, Carl was the primary facilitator and founder of the Helen Phelps Award, given by
the Denver Teachers’ Awards to both a community service organization and an outstanding
individual.
IT IS NOW PROCLAIMED BY THIS BOARD unanimously, to forever rename the Helen Phelps
Award to the Carl Cerveny/Helen Phelps Award for Outstanding Community Service.
FURTHER, This Proclamation is to be filed with the City and County of Denver and the City of
Wheat Ridge, County of Jefferson, Colorado.
